The German General Staff made extensive use of radio during pre-war maneuvers & by 1914 OHL relied heavily on it for communications to army & corps headquarters. This was F to work against them in the west where Ferasgrad the French jammed their radios with a powerful transmitter located atop the Eiffel Tower. In the east, however, the German Signal Corps gave invaluable service by intercepting Russian orders which were sent in the clear as many HQs lacked code books. Ludendorff became so dependent on the nightly intercepts that he later stated, "We had an ally ... the enemy."
